First of all, fantastic list. I was pretty ignorant of British comedy, save Monty Python, until I moved to Manchester in the mid aughts, during which I was introduced to several of the programs you listed. That said, I must push back, gently, humbly, to this assertion.
It was certainly true in the heyday of American network sitcoms, but increasingly there are examples to the contrary. A non-exhaustive list for your consideration: It's Always Sunny in Philadelphia, Atlanta, Search Party, Curb Your Enthusiasm, Ramy, Barry, Veep, Silicon Valley, Master of None, The Good Place, Parks & Recreation, and Eastbound & Down. Then there are some programs that are technically dramas but funny in what can be very uncomfortable ways: White Lotus, Beef, The Bear, and even Succession.
Anyway, thanks for putting this list together. There's a few I still haven't gotten to and couple I hadn't heard of. I'll have to check them out.
